Radar also moves at speed of light, your advantage is that radar floods the area it is pointed at, whereas LIDAR sends a beam that expands to about the size of a baseball or grapefruit at optimal range. For the cops, radar can be calibrated to the patrol car's speed (used while driving), and can be transmitted through glass (windshield), meaning John Q Law doesnt even have to put down the krispy kreme to get out of his car. LIDAR however cannot be done through glass, and requires manually "aiming" it towards your car. I have only seen it used once somewhere north of Dallas on I-35. the cop was standing under an overpass and in a stance that looked like he was aiming his pistol directly into oncoming traffic, it was a LIDAR gun. This was about 2 yrs ago and I believe he was a motorcylce cop, but I could be wrong. But it makes sense that motorcycle HP would carry them since it would not require them to exit a car or lean out a window, they could just stop, point, and nail you. Lidar works in the infrared spectrum I think, so basically, if you could fashion some sort of Uber TV remote that sent out a constant flood of infrared at he proper wavelength, then you would have a LIDAR jammer. I bet they are quite illegal though. And we all know Z drivers never do anything illegal, heh.
